TALLAHASSEE, Fla. -- Florida's top election official is offering his plan to make sure elections run more smoothly across the state.

Florida Secretary of State Ken Detzner submitted his final report Monday to a House committee studying ways to prevent all the problems that plagued the last election.

Detzner said voters are relying on state leaders to make sure elections are accessible, efficient and fair.

He wants to expand early voting from eight days to 14 and expand the types of locations allowed for early voting sites.

The plan also recommends putting a word limit for proposed constitutional amendments from the Legislature and making sure county governments have the necessary voting equipment to meet voters' needs.

"Even if it's just one of us, or one precinct that doesn't properly serve its voters, it does a disservice to the entire state and has the potential to cloud the positive steps that the rest of the state has done to conduct an accessible and efficient election. In 2013, Florida can make the right improvements because it's what voters expect, they need and they deserve," said Detzner.

Now state lawmakers will consider Detzner's recommendations and decide whether to change Florida's election law again. The Legislature changed the law two years ago, including reducing early voting days, and critics said those changes contributed to the long lines and other problems in the last election.
