JACKSONVILLE, Fla. -- An arrest was made in connection with the three children that were found on Sunday wandering and unsupervised.
Lanard Bell, 23, contacted police to report the children missing 3 hours after they were found, according to a JSO press release.
Allegedly, when the officers arrived to the home, they found it in disarray as well as marijuana on a couch and a scale and pipe on a coffee table.
The police report states that the suspect says the drugs was for his personal use and made a mistake by keeping the items in the house. Bell also reported that the scale and pipe were no danger to the children and are normally left on the table.
The report details that dirty diapers were on the floor, a mattress leaning against the wall and beds without sheets. The officers also allegedly found spoiled food on the floor and in the kitchen.
According to the report, the officers verified that the mother was in the hospital and left the care of her children with Bell.
Bell is charged with six counts of neglect as well as possession of marijuana and drug paraphernalia.
