Fla. panel says fired trooper deserves job back

TALLAHASSEE, Fla. -- A state employee panel says that a fired Florida Highway Patrol trooper should be given his job back.

The Florida Public Employee Relations Commission ruled Friday that Trooper Charles Swindle should have been suspended without pay instead of losing his job.

Swindle was fired because he wrote false $10 citations for no proof of insurance to two legislators and another driver instead of ticketing them for speeding.

He was fired after one of the lawmakers complained about his citation. But Swindle argued that he was carrying out a long-standing but unwritten policy of giving breaks to legislators.

The commission - which consists of three members appointed by the governor - sided with a hearing officer who said that Swindle deserved to get suspended from his job for 120 hours.
