TAMPA, Fla. -- JoJo was a German Shepherd puppy slated for adoption from Hillsborough Animal Services, but was accidentally euthanized instead.

"We've now requested that a supervisor be in the room at all times while animals are being euthanized to double check the record," said Ian Hallett, director of Hillsborough County Animal Services.

Hallett responded to the changes that were immediately implemented after the mistake, but he has even bigger issues to deal with.

An external report commissioned by the county indicates management is failing the agency in terms of employee strife and unsanitary conditions at the shelter including recent parvo cases.

The news of JoJo's death blew up the agency's Facebook page from animal lovers who were demanding answers.

Crystal Mews has been asking for answers as well. She, too, tried to adopt a dog that was scheduled to be killed, but was told to call back. So Crystal was persistent, making several calls throughout the day until she was told off on the phone.

"I was told they were tired of my crap; that she was just a volunteer and doesn't get paid; that they take in 900 dogs a year, and that there were plenty of other animals to adopt," said Mews.

The county plans on sticking with Hallett for now, insisting he implement the suggestions listed in the external report.

The incident with JoJo has been turned over to Hillsborough Human Resources for investigation. Disciplinary action, up to and including dismissal, is pending.
