Ga. Rep. Pushes Bill to Make Miscarriages 'Prenatal Murder'

ATLANTA -- Rep. Bobby Franklin, a Republican representing District 43 in Marietta, is proposing a bill he says protects innocent life from the moment of conception.

House Bill 1 has spurred much chatter on the Internet. The bill says "prenatal murder" could be considered for some miscarriages.

It says, "Such term does not include a naturally occurring expulsion of a fetus known medically as a 'spontaneous abortion' and popularly as a 'miscarriage' so long as there is no human involvement whatsoever in the causation of such event."

Franklin was unavailable for comment over the phone today.

Georgia Right to Life said it does not fully support the measure.

"There are currently some language changes that need to take place before GRTL can support the bill, particularly changes surrounding 'human involvement' and 'miscarriage'," the group saoid in a statement. 

"Portions of the law are to be lauded, however, such as 'A fetus is a person for all purposes under the laws of this state from the moment of conception' and that 'constitutional protection attaches at the moment of conception', the statement said.
