SANFORD, Fla. -- A four week trial is wrapping up with closing arguments against Jacksonville attorney Kelly Mathis accused of setting up mini casinos across the state.

Mathis, along with 56 other people, were arrested in Operation Reveal the Deal this spring associated with Internet cafes the state says we're fronts for gambling.

Mathis was the legal adviser for Allied Veterans of the World who the state says was paid a million dollars a year and was involved in all phases of the operation.

Assistant statewide prosecutor Lisa Acharekar told jurors that Mathis "set up a corrupt organization."

Mathis faces 104 counts including racketeering, conspiracy and promoting a lottery using slot machines.

Mitch Stone, who is representing Mathis, says the state doesn't understand electronic sweepstakes.

"In this case this is not about the law, this is about the law not catching up with technology," said Stone.

The jury is scheduled to begin deliberations on Thursday morning.
