FEMA rep arrested on St. Augustine Beach false registration charge

ST. AUGUSTINE BEACH, Fla. -- A Federal Emergency Management Agency employee is facing a perjury charge after registering to vote in Florida in 2010 while his permanent address was listed as Maryland.

Michel Pawlowski, 68, was charged June 5 with felony False Swearing; Submission of False Registration, according to a 7th Judicial Circuit charging affidavit.

The affidavit claims that Michel Pawlowski "has never been a permanent resident of St. Johns County and therefore was not qualified to register to vote or vote during any election."

Michel Pawlowski registered to vote on Sept. 30, 2010, using an address in the 400 block of F Street, which was the same address of his daughter, who co-owned the property with Donna Giancola.

Pawlowski's daughter, Undine Pawlowski, won a spot on the St. Augustine City Commission in the 2010 election.

He then changed his voter registration on July 5, 2011 to C Street and then changed it back to the F Street address on July 7, 2011, according to the affidavit.

Giancola said, according to the affidavit, that Michel Pawlowski would stay at the F Street home on occasion, but did not do so in 2011 or 2012.

Pawlowski could not explain why his voter registration was changed from the C Street address and then back to the F Street address.He obtained a Florida drivers license on Feb. 7, 2013 and a mortgage was filed in his name for the C Street property on March 21, 2013.

He was booked into the St. Johns County Jail on Thursday and released the same day.
