TALLAHASSEE, Fla. -- Fla. Gov. Rick Scott is naming a former public school teacher to the State Board of Education.

Scott on Monday appointed Rebecca Fishman Lipsey to the panel that oversees public schools as well as state and community colleges. Lipsey taught in New York City but also worked for Teach for America - a teaching program that has been criticized by teacher unions.

The 32-year-old Lipsey will take the spot now held by Kathleen Shanahan. Shanahan, a chief of staff for former Gov. Jeb Bush, will remain on the board until the end of the year.

Shanahan had also been chairman of the state board until a year ago when she abruptly resigned from the position.

Just last week Shanahan publicly criticized Scott for failing to attend his own schools summit.
