FLAGLER COUNTY, Fla. -- According to the Flagler County Sheriff's Office four sexual assault suspects have turned themselves in.

Each one of the men was wanted in connection with a March sexual assault to a Flagler County woman back on March 20.

Daniel Goggans, 28, Kurt Benjamin, 26, and 30-year-old Charles Cowart was charged with sexual assault and kidnapping and turned themselves in last week.

The final suspect, Frank Goggans, 32 turned himself in on Wednesday. Goggans was charged with kidnapping.


Detectives said the woman had been drinking at Finn's Bar in the early morning hours with a friend. She began talking with two men. Out of the two men, one was identified as Cowart.

According to witnesses, the woman, who detectives said was incapacitated due to alcohol consumption, left the bar with the two men and wound up at Flagler Beach.

The woman was sexually battered by Benjamin, Daniel Goggans and Cowart.

Police said the woman was then taken to a hunting cabin in West Flagler County against her will.

"The victim was physically helpless to resist at the time," according to detectives.

Detectives said Cowart drove the woman home the next afternoon and admitted having sex with her the previous evening. In September 2012, Cowart was reportedly intoxicated as he gave police chase while riding a horse.

The victim immediately reported the assault to her mother and FCSO was contacted.

Police said three of the four suspects turned themselves in to the Flagler County Detention Facility, and is being held on $100,000 bond each.

Frank Goggans, 31, remains at large and has a warrant out for his arrest. Frank has been charged with false imprisonment.

"Our detectives have tenaciously worked on gathering the facts in this case so we could charge these four with these felony offenses. The victim was violated and against her will. These men should pay a price," said Flagler County Sheriff James L. Manfre.
