PALM COAST, Fla. -- The Flagler County Sheriff's Office charged a couple with child neglect and abuse Sunday following an investigation of a 3-year-old child who was brought to a hospital on September 20 with a broken arm.
Joanna Flynn-Carroway, 27, and Douglas Destin, 26, were arrested following an investigation when medical personnel reported that the broken arm occurred two days prior to treatment.
On September 18, Detectives determined that Flynn-Carroway had the child by the wrist and fell on the floor where the mom said she heard "an air bubble going through the bone". The child fell on the same arm a few hours later.
According to a FCSO press release, the couple didn't have transportation to the hospital and a homemade splint was made for the child. On Sept. 20, Flynn-Carroway took the child to the pediatrician who told her to go to the hospital.
The release says, Destin has been known in the past to sit the child by the front door from 10 minutes to an hour as a means of punishment and pour cold water on the child during an unscheduled nap time.
The state Division of Children and Families is investigating the case and has taken the child along with two other children, ages six and two months, from the home and into protective custody.
Flynn-Carroway and Destin were held at the Flagler County Detention Center and both posted $7,500 bond on the charges.
